In the Netherlands, Alstom Transport BV is located in Utrecht and Ridderkerk In Ridderkerk our (rolling stock) service activities are concentrated on maintenance, field service, renovation, modernization, integration of electrical installations, hybrid traction and the delivery of parts & repairs The customer basis we service comprises the main Dutch operators like NS, RET, GVB, HTM as well as international customers

The Alstom site in Utrecht specializes in the complete delivery and maintenance of signalling systems, aimed at safe and efficient transport of trains, metros and trams Activities are conducted like engineering, testing and commissioning, maintenance and project management Alstom has implemented main line signalling systems like ERTMS for the Betuwe route and urban systems like CBTC for the Amsterdam metro/North-South Line

Purpose of the job

Controls the logistic performance of project goods deliveries and organizes returns for manufacturing, installation teams and end customer Is key player that glues project delivery objectives and supply chain activities

Mission

Organize and control the internal logistic processes and those with the customer to supply project goods on time in full (parts, finished goods, repairs, non-conformities) Detect delivery problems in an early stage, analyze causes and coordinate the activities in the supply chain to have the best performance for the project(s)

Responsibilities

Implement the logistic work package for the assigned project(s)

Determine and plan the project goods deliverables and enter sales orders in ERP for parts, kits, finished goods
Organize and plan the project supply chain activities, deliverables, milestones and goods flow, communication channels, customs/paperwork
Liaise with the stakeholders in the supply chain and the project team
Complete material ERP data with logistics parameters
Assure logistic documents are available on time Have shipping and packaging requirements and instructions available or create them
Follow-up the Engineering Change Orders for their impact in the logistic deliverables and goods
Manage the activities especially at deviations or changes (normally the process runs itself) smoothen material planning, sourcing, procurement, goods receipt, goods inspection, transport to manufacturing, packing, transport to installation team or end customer
Route returning of goods, warranty claims and demand for additional spares to the team of Customer Service Liaise with the project team for prices and conditions Ensure the use of NCR and RMA tools and templates
Facilitate Ad-hoc demands from project management or due to Field Modifications Instructions for (extra) Kits and manufactured equipment, and the upstream delivery of supplier goods

PDCA-cycle (weekly, order line level)

Monitor the part coverage for the project together with the material planner
Set inventory control parameters
Monitor the delivery status
Act with stakeholders if shortage occurs that impacts delivery
Monitor the returns delivery status
Act to prevent delays by use of the business intelligence tools and ERP
Check if material demands are moving through the supply chain and act if an activity is not progressing
When late, control order reconfirmations with the project team and customer

PDCA-cycle (monthly, KPI performance level)

Analyze the performance periodically using the supply chain KPI-dashboards

Count incidences of missed or late deliveries to identify root causes

Communicate the root causes and incidents with the stakeholders

Identify solutions and implement them with the stakeholders

Reporting

Active participation in project meetings and project reporting

Weekly reporting of findings and actions to the Supply Chain Manager

Reporting the status of open orders, repairs, backlog- and NCRs to the customer, installation team and/or project management

Other

In case of absence, takeover logistics activities of Supply Chain colleagues
Department meetings, process flows, Lean, Value Stream Mappings, other tasks assigned by the hierarchical manager
Occasionally, the job requires to travel

Performance indicators

Project OTIF and OTD
(relative) Number of logistic errors in kits and deliveries
DFQ (a prince2-cylce) number of OK and NOKs for logistic work packages
Work package schedule baseline vs actual
Line of Balance (part coverage, voorraadverloop)
Missing parts in production

Organisation Structure

The Supply Chain Officer reports hierarchically to the Supply Chain Manager and functionally to (multiple) project managers

Desired knowledge / Experience

Bachelors degree in Logistics Engineering, Supply Chain Management
Preferably 5 years of experience within an OEM
Knowhow and experience with SAP
Dutch & English language verbal & writing
Team player, data driven, accurate and quick,
Excellent communication and organizational
Reporting and planning skills
