Core Responsibility

Provide centralised support for the Group Third-Party Resilience Programme

Engage regularly with Resilience and Business stakeholders to ensure Third-Party Resilience requirements and processes are adequately supported

Support activities to enable alignment with internal Group Vendor Risk Policy, TPRM Standards, procedures and controls as well as external regulatory requirements

Provide centralised administrative and helpdesk support to enable the Bank to develop and maintain adequate capabilities to mitigate, response effectively to and learn from internal and external business interruptions resulting from third parties

Support key initiatives to drive continuous improvement of the Third-Party Resilience such as the rollout of Metricstream and SCBuy

Support the generation of appropriate Third-Party Resilience metrics and oversight reporting for the SMR

Third Party Resilience Deliverables and Activities

Support the development of Third-Party Resilience Policy and procedures aligned to the Client Service Resilience risk

Contribute to the design of appropriate Standards, Processes and Tools to enable the effective and efficient delivery of the Third-Party Resilience capabilities across the Bank

Assist with the monitoring of Potential Third-Party Resilience risks and threats and the development of appropriate controls in line with risk appetite and to Group standards

Support the development of relevant metrics and KPIs to provide better assurance or oversight

Third Party Resilience Programme Management

Maintain a data base of high risk third parties and associated resilience capabilities as required

Assist with the review and assessment of Third Party vendors resilience capabilities

Provide administrative support to ensure alignment with BR and IT Resilience processes through attendance at joint meetings and managing the recording / tracking of minutes and actions

Maintain a record of issues and process improvements to the TP Resilience process

MIS Reports Production

Ensure the governance site is completed accurately and assessment records up to date to support management statistic reporting

Generate monthly metrics on the scope of Third-Party Resilience engagement across various region/countries statistics

Support the production of the Senior Management Report (SMR) by liaising with SCM on the production on monthly governance metrics and analyzing these against the Third-party governance data to highlight gaps and inaccuracies

Lead on engagement with CBRM and CM/OO to address gaps highlighted by the metrics

Stakeholder engagement

Act as first point of contact, responding to ad-hoc queries from Resilience teams and business stakeholders (Contract Managers (CM) or Outsourcing Owners (OO)) to ensure Third Party resilience requirements are understood and adhered to

Monitoring and engage the business appropriately to complete the annual resilience requirements including the Testing and Exercising, and ensure relevant documentation is completed

Engage Business to address gaps or overdue resilience requirements, escalating to the Senior Manager as appropriate

Drive process improvements based on feedback from stakeholders

Support the broader engagement with internal Bank stakeholder eg SCM, Compliance Ops Risk, TPRM and Audit

Documentation

Engage business stakeholders on the development, update and approval of adequate contingency planning as per requirements

For new third-party agreements

1 Ensure that Third Party BIAs (TPBIAs) and Third-Party Contingency Plans (TPCPs) documents are completed within the group BCM stipulated time frame

2 Review and assess the TPCA, and other TP documentations (eg vendor BCP, test result) in accordance to the requirements

For existing third-party arrangement

1 Complete the annual review and approvals for existing documentation or when there are significant changes to the business

2 Provide appropriate challenge on incomplete actions/content or unrealistic contingency arrangements

Information Repository Maintenance

Support the development and ongoing maintenance of internal and external Third-Party Resilience Programme tools, such as the Bridge, SharePoint and MetricStream

Ensure alignment with ongoing tools developments such as ScBuy

Training and Awareness

Support the design training material and delivery of relevant training to resilience teams and business

Assist with the scheduling of regular and ad-hoc training/awareness sessions, including monitoring of attendance records

Regulatory Compliance

Coordinate the annual review of key regulatory requirements relating to Third Party Resilience

Ensure Senior Manager is notified of changes to Third Party resilience regulatory requirement and these are promptly captured and gap analysis is being conducted to identify shortfalls and mitigation measures

Maintain an awareness of changes to SCM/ TPRM processes and the resulting impact on the TP Resilience process/requirements

Risk Management

Support operational risks associated activities for Third Party Resilience through regular assurance monitoring and reporting of EORP/CST issues

Track and review near miss/ incidents and outputs from the ORE, RCA and Lessons Learned activities from Crisis events both internally and externally as related to Third Party Resilience

Provide centralised administrative and helpdesk support to global Third Party resilience key initiatives including (and not limited to) the roll-out of Metricstream and SCBuy
