The Role Responsibilities
The role of Senior Manager, Learning, COO, is to support the Head, Governance and Delivery, COO, in the implementation of the refreshed functional strategy, specifically in leading the development and implementation of the GIA Learning Framework and the operations of the GIA Learning Centre of Excellence

The Senior Manager, Learning, COO is pivotal to the delivery of this

Strategy
The role is focussed on driving increased functional performance through effective learning design and consulting that identifies and prioritises strategic current and future capability, performance improvement opportunitiesto improve learning and development outcomes for GIA Delivery in an impactful, cost efficient way will be a key driver of success


  • Responsible for developing the learning framework in line with the functional strategy, GIA s people agenda and overall target operating model

  • Supporting the COO and Head of Governance and Delivery, working with the HR BP to refresh and implement the agreed people agenda and learning framework which underpins all training initiatives within GIA

  • Support delivery and reporting of relevant strategic functional targets

Business
Given the strategic focus on the Auditor of the Future , GIA has recently made the exciting decision to significantly increase the amount of time audit staff are allocated to training and personal development each year

It will be vital for the role holder to work closely with other stakeholders both internal and external to GIA, to undertake


  • Assessment of trends in learning

  • Training needs analyses, ensuring that the learning framework builds on gaps identified from mapping the skills register to the audit plan

  • Impact analysis of training initiatives

  • Analysis of MI

  • Reporting


A proactive relationship with the HR Learning function and other stakeholders is vital

Processes

  • Notwithstanding the positive outcome, from the recent External Quality Assurance Review of GIA, there are a number of actions to improve our operations - in the short to medium term, the role holder will be embedded in the learning-related remediation activities In addition, the role holder will ensure the coordination of requests for information from regulators relating to GIA s own staffing model and learning strategy, within the confines of the Tier 3 GIA Methodology relating to data confidentiality

  • A key feature of the future approach to Learning in GIA will be a stronger relationship and inputs from the Quality Assurance function the role holder will own this relationship to ensure that identified weaknesses are built into learning initiatives, and that the impact of these is subsequently tracked and reported on

People and Talent

  • The role holder will support the delivery of all aspects of the strategy relating to People and Learning This will involve working closely with senior leaders across the function to ensure that the objectives are delivered

  • The definition of career growth pathways and opportunities for improvement will be a key part of this role

Risk Management

  • Support the Head of Governance and Delivery in maintaining a rigorous risk management framework for the function as it relates to Learning and People

Governance

  • The role holder will be responsible for monitoring training spend and providing regular updates against budget

  • The Senior Manager, Learning will have an instrumental role in ensuring that the GIA Learning Framework is grounded in the GIA functional strategy and Bank s strategic priorities in delivering customer values, driving productivity, optimising cost efficiencies, facilitating #simplefasterbetter, and living the valued behaviours This role is ideal for individuals who can offer a strategic outlook, influence and challenge to senior stakeholders in ensuring only strategic, business critical agendas and priorities are aligned

  • Display exemplary conduct and live by the Group s Values and Code of Conduct

  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct

  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters

  • COO; GIA MT; GIA staff; HR BP; HR Learning

Other Responsibilities

  • As part of the wider COO team, the role holder will be expected to support the delivery of the function s priorities with ad hoc project work as required

Our Ideal Candidate

  • Audit or Risk professional, ideally with a recognised qualification and membership of the Institute of Internal Auditors; alternatively, a Learning professional with previous exposure to control or assurance functions

  • Strong interpersonal and communication skills

  • Outstanding ability to convey complex topics succinctly to a variety of audiences

  • Driven and self-motivated

  • Able to deliver quality work with minimal supervision

  • Collaborative and committed to learning
