Description

TRADOC Capability Manager for Stryker Brigade Combat Team (TCM SBCT) is TRADOCs Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities (DOTMLPF) integrator for SBCT formations This mission requires intensive interaction with these units, operating force major Army commands, acquisition communities, and TRADOC Centers of Excellence

The person in this Stryker Requirements position will provide technical services to TCM SBCT, which includes managing capability requirement development and documents for Stryker systems This person will act as the Stryker primary interface with TRADOC, FORSCOM, TCM SBCT, and Headquarters Department of the Army action officers during development and staffing of Stryker related requirement documents

Responsible for analyzing and reviewing milestone documents and revisions (Mission Needs Statement (MNS), Operational Requirements Document (ORD), Capability Development Document (CDD), Capability Production Document (CPD), Joint Capability Document (JCD), and all other Joint Capabilities Integration & Development System (JCIDS) documentation), as well as comments received on those documents from other organizations

Responsible for coordinating directly with the appropriate stakeholders to obtain user perspectives and inputs to all aspects of requirement development and acquisition activities related to Stryker FOV This includes review of TCM SBCTs Post Combat Lessons Learned documentation

Responsible for the development, analysis, and review of formation level Operational Mode Summary/Mission Profiles (OMS/MP), and will prepare, review and analyze studies and developmental data compiled through computer simulation, computer assisted gaming, concept evaluation programs, and cost analyses for the SBCT

The person in this position will support the development of the Test and Evaluation Master Plan (TEMP) IPT meetings, as well as Live-Fire Test & Evaluation IPT meetings, including subset IPTs, to ensure requirements are adequately represented and implemented during the test development process He or she shall participate in Integrated Program Team (IPT) working group as necessary, and determine feasibility of proposed concepts in order to consult with appropriate SBCT stakeholders to determine impacts to the SBCT formation; and prepare staff actions, reports, and decision papers that provide recommended MCoE positions

The person in this position will participate in the development of briefings for subjects related to program management and acquisition decisions The contractor shall provide briefing charts for review by the Director, TCM SBCT, meeting appropriate stated deadlines and provide final pertinent information as specified by the Government He or she shall support TCM SBCT activities associated with program Analysis of Alternatives with MRD and AoA Study lead, which may include coordinating platform and potential alternatives technical information, requirements and gaps traceability as required to all AoA supporting agencies; this includes but is not limited to TRAC FLVN, TRAC WSMR, and TRAC LEE; ARL, RDECOMS, PMs, and AMSAA, to support performance analysis

The person in this position will attend meetings, and working group events that support ongoing PM SBCT systems

Qualifications

Education and Experience

A Bachelor of Science degree and a minimum of seven (7) years of technical experience in maintenance, training management, and tactical employment of Stryker while conducting Department of the Army (DA) operational training or deployment in a SBCT, or seven (7) years of experience serving in a TRADOC organization conducting SBCT specific DOTMLPF development or integration, as a Soldier, DA Civilian or Defense Contractor

Experience in company/battalion troop leading positions is required

Must have an active US Secret Security Clearance at time of hire

Work may involve sitting or standing for extended periods of time Position may require filing, typing, and reading from a computer screen Must have sufficient mobility, included but not limited to bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required

Work Environment

An inside and outside environment (considerations closed quarters, close together, lighting) Needs to be able to work well with co-workers and all levels of management No hazards on job or unusual environmental conditions

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required

Attendance

Normal hours are Monday Thursday 700am 500pm, non-flex Fridays 700am to 400pm Punctuality and regular attendance are necessary to meet deadlines Regular attendance is necessary and required

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers Must have clear, concise and accurate communications skills in English, both verbal and written Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others Must maintain a positive work atmosphere by behaving and communicating in a professional manner Independent personal transportation to office or work site is required Travel to and from customers locations and the test fields may be required to support projects This may involve airline travel In some cases, accommodations can possibly be made for POV, if necessary When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion
