Summary

The FCC Transaction Screening delivery program is seeking a projects officer for its Project Management Office The role will be based in Chennai but require PMO support and co-ordination for project officers based in Chennai, Singapore and London Key responsibilities include management and minute-taking for Project Working Group meetings, generation of status updates and other communications, project finance management and reporting, and flexible support around other project delivery duties

RESPONSIBILITIES

Committees & Reporting

Support the PgM/PM through the Phase gates of the life cycle, ensuring all governance requirements have been met on time

Support and manage high standard content for Project Working Groups (PWGs) - and other forums as required - with minutes distributed on time

Support PgM/PM to define and track project Risks, Issues and Dependencies and follow up for closure, where required with assignee

Assist PgM/PM to create structured status reports using Clarity, the SCB Project Management tool, and track portfolio health, RAG status etc

Maintain Clarity with up-to-date financials, reporting, risks, issues, milestones and planning information

Maintain a Register for Change Requests, validate changes to project scope, time and benefits and ensuring they are documented and approved appropriately following the correct standards

Report to the fortnightly Program Governance Committee to track delivery and benefits efficiently

Standards & Governance

Establish and implement best practices, central PMO governance standards and sharing lessons learnt across projects/progammes with stakeholders at all levels

Ensure that the project is fully baselined (for financials and Work Breakdown & staffing schedules) and project based measures are established to ensure that high quality and measurable exit criteria are established for project deliverables

Identify and action appropriate escalation of issues and risks

Work to reduce duplication, and leverage resources such as people, technology, and communication where possible

Continuously find opportunities to improve and introduce process efficiencies - establish quality standards and good PMO practices

Support and liaise with project managers to implement the project governance model for projects deliverables ensuring sufficient governance is implemented over the project

Work with PMs/PgMs to ensure that any Data Quality exceptions in Clarity are resolved on time

Resource Management

Track resources at all activity level for each project, making sure that the resource profile is consistent with financial forecast and actuals

Engage with relevant stakeholders to onboard and track vendor resources and assist with on-boarding requirements

Finance Management

Ensure accurate project costs are captured and tracked Work closely with Proj/Prog Manager and finance stakeholders to help and support monthly project financial review, reconciliation, budget re-forecast and submission

Analyze month on month variance (between forecast and actuals) and enable better re-forecast/estimates, along with providing explanation to the Portfolio PMO finance reps

Engage with the PMO Finance representatives and the finance function to achieve accurate programme financial monitoring and reporting

Conduct invoices processing on Epro, the SCB Purchase and Procurement tool, for agency staff, and follow up on settlement

Communications

Support the PMs in communication and act as a reference point for central PMO queries

Communication of project progress, achievements and benefits through team communications to relevant parties within the Risk and Compliance Portfolio

Stakeholder engagement

Establishing / maintaining an effective working relationship with all PRC/Program/Project and PMO stakeholders to ensure that they can execute on their accountabilities in relationship to the project

Regulatory & Business Conduct

Display exemplary conduct and live by the Groups Values and Code of Conduct

Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct

Develop a detailed understanding of the the SCB Project Delivery Framework (SDF)

Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters

Domain Knowledge

An understanding of Risk Management and a risk-based approach to compliance and controls is advantageous

An understanding of Financial Crime Compliance policies and procedures, and in particular Transaction Screening for Sanctioned organisations and individuals, is advantageous but not mandatory

QUALIFICATIONS

Experience (more than 3 years relevant practice) in Project Management Office work and project support

Experience in tracking and monitoring a large portfolio of complex projects

Proven track record in verbal and written communications
