Role Summary

To provide technical oversight to the CAPS (Compensation and Pensions System) Support Team and in particular ensure that all technical developments in the CAPS Support area follow the required standards, providing guidance and mentoring support to the technical developers and the CAPS Support Team Lead The Technical Lead is responsible for ensuring that technical decisions are consistent with current Account and Corporate Tech Policy, through working with the Design Architects and Chief Technology Officer

Key Accountabilities and Responsibilities

Overall technical guidance and direction; ensuring a joined-up technical approach in the CAPS Support Team
To be an informed point of contact for internal and third parties regarding CAPS Technical matters
Liaise with Third Party Supplier on technical approaches
Review all Third Party Supplier material (specifications, release notes etc)to ensure standards are followed and the highest quality standards are achieved in all deliveries
Requirements, Design, Test and Implementation guidance
Review all Release Control Board submissions in area of responsibility
Ensure CAPS design standards are followed in area of responsibility
Support/co-operate with Project Managers in producing accurate estimates with full buy-in from the technical teams
Contribute ideas for enhanced capabilities for systems and novel technical solutions to our customers business requirement, ensuring that solutions meet requirements and are at an acceptable level of quality
Identify and propose process improvements which will enhance quality and speed of delivery while reducing costs
Provide technical support and guidance for Incident resolution
Responsibility for management, planning and monitoring of environment requirements
Ensure technical configuration control and standards are in place
Production of Technical Project Plans, as required
Support timely reporting and escalation of CAPS Risks and Issues
Work closely and effectively with APPS Leads and liaise with, Project Technical Leads, Programme Managers, Authority focal points and Third Party Suppliers
Adherence to the Account Security Process

Typical Outputs and Deliverables

Produce CAPS Technical documents for internally delivered changes
Technical reports, design documentation, estimates
Progress reporting and providing contribution to weekly status reporting

Essential Skills

SC cleared or clearable
Experience of technical leadership and thorough understanding of the project technical lifecycle model
Strong written communications, and ability to write technical reports, design documents and project processes
Strong verbal communications and ability to confidently and coherently talk at all levels; engineers through to customers
Technical leadership, able to self manage and direct and mentor technical staff, and to enforce direction in a matrix environment
Proven track record of developing solutions to strict delivery timescales and budgets
Needs to understand detailed technical issues as well as maintaining a view of the bigger picture in consideration with strategic direction
Comprehensive knowledge of appropriate networking, application and application hosting technologies and design

Technical Skills

Oracle PL/SQL
Linux/Window shell scripting
Knowledge of networking and firewall, Windows server administration, Oracle DB administration

Desirable Skills

Strong customer facing skills, integrity and confidence with good presentation skills
Comprehensive knowledge of appropriate design methodology and supporting toolset, eg OO and modular design patterns, RUP
VBA (Access/Excel)
