The Payer Partnerships & Policy Director is an integral member of the AstraZeneca Global Market Access and Pricing (GMAP) IVS team In this role, you are primarily accountable for defining and advancing AstraZenecas global payer-focused policy positions on topics including, but not limited to IVS, brand- or disease-level (eg severe asthma) frameworks, and positions on payer-related topics such as health technology assessment evolution, tiered pricing and affordable access to medicines

As the Payer Partnerships & Policy Director, you will be a key policy and content expert and internal advisor for payer related issues, with a particular focus on AstraZenecas priority disease areas as appropriate Whilst a globally focused role, understanding payer-related policy initiatives at the regional (eg European) and national level will also be important You will be responsible for mapping countries payer-facing capabilities include state of IVS readiness in EU and rest of world and keeping this knowledge base updated Additionally, you will be expected to forecast payer specific policy evolution across markets to ensure AstraZeneca is positioned as a leader in payer policy interactions including IVS across our priority markets Collaborating with AstraZenecas Government Affairs function, you will help support definition and development of advocacy strategy, particularly as it relates to the payer perspective

This role will have high levels of internal and external visibility, with responsibility for engaging senior level AstraZeneca leaders in the definition of our policy positions; and interactions with external stakeholders such as industry organisations, academia, payers and other manufacturers to advance AstraZenecas policy positions As such, you will develop close relationships across AstraZeneca to ensure clear engagement across markets, AZ regions and global teams on payer-focused policy topics This will include effective collaboration with global and country level government affairs and corporate affairs leaders Collaborating with the GMAP and the Oncology Market Access & Pricing teams will be key to ensure two-way insight flow in terms of sharing how the payer policy environment is evolving, and also learning from the practical execution of IVS at the brand level

Additionally, you will be leading and executing global payer advisory boards in collaboration with Pricing & Market Access Directors in support of the BioPharmaceuticals Commercial strategy and objectives

As the Payer Partnerships & Policy Director, you will have an in-depth, expert knowledge of the EU and ex-US policy environment, especially as it relates to access and funding of medicines As such, you are expected to have the ability to work independently, understand and apply different strategic and analytical approaches, and have wide understanding of different health care systems, as well as experience in global pricing and market access


Define and advance AstraZenecas policy position on key payer-focused topics, including global IVS policy, disease and brand level policy frameworks and above brand topics such as comparative effectiveness assessment and HTA evolution
Key internal advisor to Pricing and Market Access Directors and global brand teams on payer policy topics
Work collaboratively with stakeholders in GMAP, OMAP, Global IVS teams, and Corporate Affairs and Government Affairs at the global and marketing company levels to support evolution of AstraZenecas policy positions
Collaborate with Corporate Affairs on advocacy strategy particularly as it relates to access and funding of medicines,
Develop and maintain the cross-organisational mapping current and future state of IVS readiness in EU and other ex-US markets
Engaging key external bodies (EFPIA, academics, payer organisations, manufacturers) on prioritised policy topics
Developing clear engagement between AstraZenecas marketing company, regional and global team on payer policy matters
Lead global payer ad board development and execution in Biopharmaceuticals Business Unit with PMADs
Ensure payer-policy related insights are communicated rapidly to Global IVS teams and PMADs, with implications for AstraZenecas brands clearly outlined
Think more broadly than the brand/disease area to identify innovative solutions and share best practices with GMAP/OMAP colleagues
Ensure appropriate involvement of GMAP/OMAP plus other functions team members and leadership in development and delivery of policy positions
Communicate project issues and progress effectively and in a timely manner to all stakeholders
As required by the business, ensure effective budget planning and secure resources to enable planned policy related projects to be conducted effectively
Comply with AZ policies, standards and procedures in every interaction
Support key markets in negotiations with reimbursement authorities

Minimum Requirements Education & Experience

Academic/ professional/specialist training, qualifications and experience

Bachelors degree in biomedical science, business, quantitative disciplines or economics
Strong experience in policy and government affairs from either public sector, industry or consulting
In-depth expert knowledge and technical capability in policy matters with a specific focus on access and funding of medicines


Experience delivering country-level or cross-country policy initiatives, with demonstrable examples of success
In-depth expert knowledge and technical capability in policy at a country and cross-country level
Relevant drug development and/or commercialization experience within the pharmaceutical/medical industry
Experience working with governments, payers, industry bodies and academia
