Operations Manager ( PEN001718 )


Reports directly to the Task Order Site Manager Assists in directing and coordinating maintenance, services, transportation and repair of equipment, which can include any or all the following communications-electronic, distribution systems for electrical, mechanical, HVAC, potable water, sewage, etc He or she must demonstrate exemplary management and leadership capabilities, especially in the areas of operational planning, collaboration, team building, talent development, and process improvement The Operations Manager interfaces with the customer on all operational requests and requirements pertaining to missions in the absence of the Task Order Site Manager Assist in developing performance standards, providing leadership, mentoring, counseling and making formal and informal performance appraisals for direct and in-direct reports

MAJOR JOB ACTIVITIES Please list by order of priority and, if possible, provide the percentage of time spent on the activity all should equal 100 PERCENT

Ensures tasks received from the Government are thoroughly analyzed and supported through the preparation of executable mission plans and orders as described in the PWS

Train and develop Operations staff to perform mission analysis, including but not limited to, workload analysis, analysis of real property resources available, skill sets available, impact to other assigned tasks, requirements for external coordination, and determination of both specified and implied tasks required to complete an assignment

Maintains situational awareness of logistics and maintenance activities at all operational nodes, including the status of any operational, personnel, and resource issues, including the glide path for the resolution of any of these issues

Analyzes reports, Surveillance Guides, maintenance schedules, and performance trends/ requirements

Evaluates maintenance reports for performance trends, indicators, and potential problems Initiates root cause analysis and corrective actions to resolve problems and prevent delays in production

Plans, reviews, and assists in the training programs for subordinates Directly responsible for personal self-improvement and continued education

Responsible for the developing and maintaining environmentally friendly programs that focus on continuous improvement using best practices

Responsible for Maintenance Information using provided applications/software to track maintenance work and projects

Advises the Task Order Site Manager on the status of maintenance workload and the effectiveness of support activities

Provides the Task Order Site Manager with daily updates and situational awareness on all ongoing missions

Follows environmental, Health and Safety Policies

Performs all other duties as assigned by the Task Order Site Manager


PC & Associated Softwares, PDA, GFE, assigned vehicle, associated hand tools and test equipment


Harsh and dangerous working and living conditions Employee may regularly be exposed to extreme and austere desert-like environment where temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months Work schedules are a minimum of 6 days per week and 10 hours per day Willing to work additional hours when mission requires Must be on-call 24 hours a day, 7 days a week to respond to emergency situations


Work will require lifting to 50 lbs, stooping, climbing, prolonged standing, prolonged sitting and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents Employee use of Personal Protective Equipment

(PPE) is required in certain areas Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices Must comply with OSHA, EPA, Fire Regulations and published company work rules



Education/Certifications One year related experience may be substituted for one year of education, if degree is required

Education Associate Degree in Logistics, Business Administration / Management or related discipline preferred

Valid US drivers license required


Facilities Operations preferred with a minimum of 2 years experience Minimum of 4 years serving in positions of increased responsibility encompassing program planning and supervisory experience Advanced understanding of operational planning, logistics, data collection and analysis, information control techniques and a broad knowledge of the organization and functions of a variety of supply, maintenance, and training, and automated systems Excellent research & analysis, computer, interpersonal, and oral and written communication skills required


Six Sigma and/or Lean training or certifications desirable Experience working in contingent environment is preferred Excellent computer skills, interpersonal, oral and written communication skills required Computer skills include a working knowledge of Microsoft Word, Excel, Power Point, Visio and Outlook


Manages a department of 50-150 employees through direct reports
