We are seeking applications from experienced Health, Safety & Environment Manager to join our team in West Melbourne Reporting to the Maintenance Operations Manager, the successful candidate will be responsible for the effective implementation, maintenance and administration of the Bombardier Health, Safety & Environmental Management System for the V/Line Classic Maintenance project and supporting HSE at West Melbourne and the Classic Project satellite sites in Ballarat, Geelong and South Dynon

The HSE Manager must support the V/Line Classic project and ensure that all activities are planned and implemented in accordance with the Health, Safety and Environmental Management System inline with Bombardier HSE Policy, be compliant with Australian legislation and maintain certification to AS/NZS4801 and ISO14001/ISO18001

Your key responsibilities will include the following

-
Occupational, Health, Safety & Environmental Management

-
Effectively implement and administer the Bombardier Safety policy and procedures

-
Be conversant with the requirements of AS/NZS4801, ISO14001/ISO 18001 and the State WHS Act and Regulations

-
Liaise with depot maintenance personnel on matters relating to site safety and safe maintenance activity

-
Ensure that all personnel are aware of the HSE system requirements and provide training activities as required

-
Liaise with external service providers and program safety training

-
Collate the first aid, accident and incident statistics and prepare monthly safety reports in GRACIS for Events, Audits & Safety campaigns

-
Table and graph HSE statistics for visualization and manage the HSE visual boards at all sites

-
Manage the incident/accident reports in GRACIS and the incident register

-
Raise CPAs or Recommendations from HSE audits and incidents and implement improvement programs in GRACIS

-
Identify, record and respond to HSE issues raised and initiate necessary action to prevent recurrence in GRACIS

-
Work with the Safety Committees and have regular recorded meetings

-
Assist with the elections and training of HSE representatives

-
Prepare and minute monthly toolbox discussion papers

-
Manage the site safety inspections / walks

-
Assist work teams with the development of JHAs

-
Assist work teams with pre-start discussions

-
Develop and review safety procedures

-
Conduct regular reviews of the site hazard register for the sites

-
Identify hazards and develop action plans to remove identified hazards

-
Manage the key business systems and registers used for the management of HSE

-
Manage the Safety Critical procedures training and training matrix

-
Attend monthly HSE Management Review meeting

-
Manage the TWA & ARC Licensees

-
Support continuous improvement activities

-
Budget and schedule for Heath awareness sessions

-
Develop annual HSE KPIs for the project

-
Develop a schedule of HSE activity for the site

-
Assist/support other BT activities as requested by the Maintenance Operations Manager V/Line Classic

Qualifications

It is expected you will have the following qualifications, experience and personal characteristics

-
Formal training in HSE Management Systems

-
Certification in conducting internal HSE Management System audits

-
5 years experience in an Operational environment

-
A good understanding of the contractual requirements of the maintenance agreement

-
Excellent customer service levels

-
Able to use IT systems ie Maximo for data recording and management

-
Ability to implement change and lead safety initiatives

-
Proven organization skills and the ability to priorities, solve problems not just report them

-
Good communication / literary skills

-
Hands on and flexible to working arrangements

-
Ability to communicate at all levels with good customer interface and presentation skills

-
Required to satisfactorily pass pre-employment and on-going rail safety medicals

-
Must have zero presence of alcohol or drugs in body system whilst undertaking rail safety work
