Diageos Plainfield, IL site is a complex plant that operates as a Distilled Spirits plant (DSP) and a Brewery and is key to Diageos North American supply strategy Plainfield pays approximately $500M/year in federal excise taxes due to the US Alcohol and Tobacco Tax and Trade Bureau (TTB) This function plays a key role in the delivery of North Americas supply strategy


Establish Best Practices Provide best practice standardization and codification on reporting, tax payments, and export processes
Build capabilities Establish a continuous improvement program of end to end processes and establish the sites as Centers of Excellence Provide onboarding and establish routine outreach, supported by strong relationships with the sites
Provide Technical Support Ensure compliance with Title 27 of the Code of Federal Regulations as DSPs and Breweries during the activities of production and shipment Provide new tools that improve accuracy and speed of reporting
Assure Compliance Monthly self-audit assessments including financial reconciliation and on-site audit support

Management Responsibility

This role is based in Plainfield, IL reporting to the Government Compliance Manager and works closely with Plant Management to ensure compliance with all regulations The role also works closely with Finance business partners to reconcile financial accounts The role partners with another Analyst to file monthly reporting accurately and on-time with the TTB Additionally, this role will interact with the Plainfield Plant Finance with regard to inventory adjustments and other taxable items There are no direct reports to this role

Complexity of Role

Site expert on the Code of Federal Regulations, Title 27, Parts 19, 24 and 25 and other related Parts
Regulatory compliance (state and federal) and control
Timeliness, quality and accuracy of tax payments and all reports
Subject Matter Expert, supporting projects and sites to deliver desired objectives
Support Audit Ready roll-out
Lead audits of production and shipping records and tax payments by TTB as required
Interact with plant management/staff, government officials, as well as Regulatory Team, Liquid Developers, Corporate Legal, 3rd party warehouses
Minimal travel (3-4 weeks/annually) will be required during other site audits, corporate training or other required events

Key Outputs/Deliverables

Prepare and file federal tax payments/returns and monthly state tax payments/returns accurately and on-time Prepare and file monthly federal reports accurately and on-time
Assist finance in monthly tax and drawback account reconciliations
Maintain tax-paid export drawback balances of less than 180 days and ensure exports have acceptable proof of export
Prepare for government audits and assist other sites in preparation for and during government audits Provide assistance to internal and external auditors
Participate in annual internal risk audits
Interpret federal and state excise tax regulation and identify risk pertaining to non-compliance
Establish standards and share best practices across sites Build site capabilities through training of key plant personnel to comply with regulations Provide technical support to the site and 3rd Party Warehouses on compliance with regulations Assure compliance with all regulations through monthly self-assurance audits
Maintain engagement and involvement in plant/corporate activities and events Continuously challenge ways of working
Other duties as required

Experience and Skills

Business, finance/accounting or equivalent college degree or operational background Exposure to supply chain activities is beneficial Accounting experience in a manufacturing environment is helpful but not necessary
Knowledge of Code of Federal Regulations (Title 27) considered a plus
Strong SAP background with proficiency in computer skills Must be strong with MS Excel and Word
Ability to effectively communicate at all levels, both verbal and written, with internal stakeholders, external government agencies, and 3rd Party vendors and customers
Ability to juggle priorities and work under pressure Must be detail oriented
Self-starter with an ability to work independently
