Designation GM - HSE (Health, Safety & Environment)

Location Mumbai

The objective of the role is to lead & direct the employees, contractors, customers & to improve the HSE Performance of the Company in order to maintain MGL HSE Standards and HSE legal framework

Key responsibilities & Accountabilities

1) Development of HSE Department Plan and budget

- Develop HSE strategic direction and contribute towards development of organizational business plan for achievement of the same

- Design and develop annual and six monthly plans for training interventions relevant to safety compliance

- Design and develop procedures for Emergency Response and Disaster Management Plan (ERDMP) as per PNGRB norms

- Support Head finance department in preparation of annual budgeting exercise by development of departmental budget

2) Define HSE Guidelines

- Responsible for developing HSE standards and metrics basis on which audits need to be undertaken

- Establish Corporate HSE guidelines to various levels within the company

- Design guidelines on-site safety management plan, site emergency response plan, and contractor safety system

- Ensure communication flow down to the lowest levels to ensure consistency

3) Ensure assets are built, maintained and operated as per set Safety standards

- Disseminate information regarding these standards across all levels of the organization to ensure consistency

- Facilitate the monitoring of all projects to ensure that these standards are met

- Monitor and ensure the Work Permit System at sites for all high-risk activities as per HSE code of practices

- Oversee Performance & Operation & Maintenance of all Fire Fighting Systems Owned by company

- Coordinate with Marketing, Projects and O&M department in divining pre-commissioning and post-commission activities

- Provide technical support in emergency and non-routine activities involving new commissioning and projects analyse near miss and hazard reports

4) HSE Inspection activities

- Analysis of site safety and communicate to the concerned groups for action and follow up for closure

- Oversee Initial investigation of incidents, prepare report based on HSE guidelines

- Responsible for carrying out random safety inspection at worksites

- Coordinate with O&M department for supervising safety-related activities during shut downs, hot jobs, odorant filling and cascade replacement activities

5) HSE audit

- Guide and oversee the scheduling of all HSE audits like Emergency Reporting and Disaster Management Plan (ERPDM), OHSAS 18001 & ISO 14001 Internal & External Audits

- Analyse results of HSE audits and take corrective measures in line with the Audit report

- Prepare and review disaster management plan, emergency classifications and emergency recovery procedures as per regulatory and statutory requirements

6) HSE Training

- Ensure development of HSE team for requisite competencies like risk management, investigation skills, training skills etc

- Coordinate and interact with line managers to identify HSE critical positions across departments and provide training / mock drills in handling emergency situations

- Monitor safety campaign for PNG domestic, Commercial, Industrial customers as per the guidelines

- Oversee safety campaigns like National Safety Week, World environmental Day, etc

7) Liaise with external Stakeholders

- Work closely with government officials, regulatory authorities for maintaining Clearances and submission of audit documents related to HSE department and Overseeing HSE Legal Compliances

8) Interdepartmental Coordination

- Liaise internally to get the required resources and optimize their utilization in order to ensure all its targets set are met

- Coordinate with C&P department for procurement of PPE, first aid kits and fire extinguishers for the HSE department in coordination with Procurement & Stores department

9) Business Review and Reporting

- Initiate cross-functional committee meetings and intra-departmental committee meetings to ensure collaborative working and smooth functioning of the organization

- Oversee development of required MIS reports for the HSE department at organizational, GA level; review the same and publish for management review

10) Quality & Safety

- Ensure employees and contractors are aware of their responsibilities for safe work and must comply with requirements at HSE policy and procedures, code of practice and relevant legislation

- Develop and engage contractors to build their capabilities for HSE Performance Enhancement

- Review of risk for different activities at the site

- Ensure adherence to the strict norms of HSE and compliance of the team for the same

11) People

- Appraise Senior Management regularly with HSE performance of organisation

- Ensure HSE department is adequately staffed as per the manpower requirements

- Develop HSE communication plan for regular disseminating HSE awareness across organisation

- Ensure high level of employee engagement and retention of critical employees

- Instil a performance culture in the organization through driving timely goal setting, monitoring, and performance review

Functional Competencies Essential functional competencies required

- Risk Assessment tools

- Knowledge of HAZOP, QRA, and Incident Investigation Tool

- Knowledge of PNGRB T4S standards

- Knowledge of HSE Management systems

- Knowledge of Directorate Of Industrial Safety Health (DISH ), Maharashtra Pollution Control Board (MPCB) Desired functional competencies required

- Sound understanding of the HSE

- Knowledge of ISO & OHSAS standards

- Knowledge of Petroleum and Natural Gas Regulatory Board - Emergency Response and Disaster Management Plan (PNGRB ERDMP), Coastal Regulation Zone (CRZ)

Experience & Educational Requirements Educational Qualification Include Additional Certification if any

- Full time BE / B Tech in Engineering with minimum 20 years experience (or)

- Diploma in Engg (Full time) with minimum 25 years of experience (or)

- Bsc Engg Graduate (Full Time) with minimum 28 years of experience

- Advanced Diploma/ Diploma In Industrial Safety is compulsory Relevant Experience

- Experience in HSE domain Minimum 5 yrs exp in leadership position (experience in Oil & Gas / CGD business will be preferred)
