Jacobs is part of a joint venture company called CTR that provides program management services to the Chicago Department of Water Management (CDWM) in Chicago, Illinois As part of the CTR program team, supporting the CDWM Capital Improvement Program within the Force Account Section, this position will report to the CTR Force Account Manager The primary responsibility of the position is to manage a team of Permit Review Engineers, Project Closeout Engineers, and Resident Engineers, all responsible for enforcing CDWM policies regarding impacts to the City of Chicagos water facilities from proposed construction projects by other City agencies, utilities, developers, etc, during the permit review process, construction, and the project closeout process The Force Account Supervising Manager will be the central point of communication between CDWM staff and CTR staff with regard to resolution to issues and direction on projects

Excellent written and verbal communication skills are necessary since a significant portion of the position involves formal letter writing, email correspondences, meetings, and phone conversations with other staff members, CDWM personnel, other City agencies, and outside design professionals The position requires a high degree of organization to manage multiple projects simultaneously

The responsibilities of the Force Account Supervising Manager include, but are not limited to, the following tasks

Track and coordinate all new projects received, projects under construction, and projects being closed out

Organize and assign new projects received for review from the Office of Underground Coordination Existing Facility Protection process

Oversee and verify that staffs review of projects conform to CDWMs policies and standards

Oversee and verify water main design plans conform to CDWMs policies and standards

Provide support to the CDWM-Bureau of Engineering Services on water facility related matters, as requested

Respond to questions and issues from CTR staff in the office and in the field, as well from other City agencies, design professionals, contractors, and developers; provide timely responses

Generate professional correspondences on behalf of the CDWM

Evaluate conflicts on projects, both on plans during the review process and in the field during construction, and present solutions to CDWM senior staff; provide timely responses

Attend pre-construction and design meetings

Review shop drawings and submittals

Review as-built documentation

Hold internal status meetings with Force Account staff

Personal Qualifications

Detail-oriented with strong organization skills to manage multiple projects simultaneously

Ability to organize project information and files with thorough and consistent documentation

Excellent communication skills, both written and verbal

Ability to lead staff in order to maintain a high level of productivity

Ability to work under pressure and meet project deadlines

Qualifications

BS Civil Engineering or Construction Management required

Professional Engineer License in Illinois required

Minimum ten years of experience in land development design, utility project management, and/or construction inspection required

Engineering experience with utility infrastructure work preferred

Management of a staff of at least five preferred

Proficiency with Microsoft tools, including MSWord, Outlook, Excel, and Access preferred
