Jacobs is providing support to the development of nuclear power in the Kingdom of Saudi Arabia, working collaboratively with the King Abdullah Centre for Atomic and Renewable Energy (KA-CARE) This work is to assist and provide expertise to move the Saudi Nuclear Atomic Energy Project (SNAEP) forward through the deployment of suitability qualified and experienced staff in the following areas development of the Nuclear Holding Company; development of an engineering capability; support the procurement associated with the EPC / PV company for the 2 Large Nuclear Power Plants; the Nuclear Fuel Cycle; and Radioactive Waste and NPP Decommissioning

Qualifications

Responsibilities

Provision of finance and accounting support to the Task Director for the Nuclear Holding Company (NHC) of the SNAEP Project, and provision of cross-task support, as per best practice and in accordance with Jacobs/JASARA procedures, including (but not limited to)

Manage financial resources and liquidity & cash

Keeping records of financial transactions and management of charter of accounts

Review, support the initial financing plan and coordinate engagement with financiers and funds providers

Review and support detailed existing business plan for NHC and finalise the funding / budget plan for NHC for the years of incorporation and mid-term planning

Define the Chart of Accounts for the NHC to ensure appropriate enterprise resource management

Introduce compliance processes, document financial transactions and validate the release of payments and receivables

Prepare the initial financial report for the NHC (at the end of the fiscal year) as well as the annual report

Perform the accounting and financial reporting in compliance with applicable accounting standards

Determine the framework for NHC operational budget, use structure to determine NHC costs and plan OPEX budget for a five-year horizon, define operational budgeting process and define / implement necessary tools, train NHC personnel to perform the necessary activities independently

The role will be a key player in the establishment and development of the Nuclear Holding Company (NHC) and any subsidiaries suitable to support the SNAEP project that includes constructing new nuclear power plants both large and small supporting significant procurement activity, establishing a nuclear fuel cycle (NFC) capability and addressing decommissioning and waste management
The role also features in all current Task Orders that includes NHC, an Engineering Capability, PV selection process, NFC and RW/ Decom

This is a lead in role and will essentially be acting as a corporate Lawyer managing all financial matter necessary to effect the project and working with Saudi finance groups

It will likely grow to be a full finance department covering all necessary aspects including audit functions etc

The type of work the company envisages include addressing & considering all internal financial requirements to support the activities, engaging and developing a financial department within the NHC and engaging specific financial services to support the work

Perform other related accounting and finance activities as required by applicable laws and accounting standards

Qualifications & Experience

Essential Degree education or equivalent

Professional Technical / Commercial / Project qualification (Chartered status as appropriate

with extensive experience)

5 to 10 years with 5 years nuclear where appropriate

Experience of operating in a regulated industry

Used to operating in a multi discipline environment with light supervision

Location - Riyadh, Saudi Arabia

Deployment - Long-term assignment (>12 months)
