Introduction

Practical Action is an international development organisation putting ingenious ideas to work so people in poverty can change their world They help people find solutions to some of the worlds toughest problems Challenges made worse by catastrophic climate change and persistent gender inequality They work with communities to develop ingenious, lasting and locally owned solutions for agriculture, water and waste management, climate resilience and clean energy Practical Action has two offices in India Their focus in India is on helping people living in the city slums live healthier, happier, more productive lives They do this through improving hygiene, making sure people have basic amenities such as fresh water and waste disposal services Practical Action works with partners to introduce solar-powered water pumps and improve toilets PACT helps make life better for the people who empty the toilet pits They have initiated community groups and projects to educate people on the importance of hand washing Their primary focus is particularly on women, and on empowering them to support each other and lessen the taboos around menstruation

Reason for hire

The role of the Country Representative is to lead the overall India portfolio by developing and delivering on viable strategic business plans He/She will be responsible for articulating Practical Action in Indias contribution (coherent in view of different entities) towards Practical Actions global change ambitions and build and nurture strategic relationships including with government, the private sector, community institution and development partners in support of these change ambitions This is a new role that has been created to lead all the 3 entities of Practical Action - Practical Action Consulting, Liaison office and the Foundation This role reports to the South Asia Regional Director and is based out of New Delhi

Roles & Responsibilities

The Country Representative is accountable for competent operational and risk management, including the proper management, well-being and safety of staff and the proper stewardship of Practical Actions resources The Country Representative models new ways of working and drives the team toward the 2030 vision, fostering innovation, holistic planning and programming and helping to build effective teams, coalitions and networks S/he encourages on-going staff development to motivate and strengthen the teams- resilience in the face of change

Following are the core responsibilities of the Country Representative-

Accountabilities

Strategic Alliance

- Leads the development and delivery of viable strategic business plans that are aligned to the group strategy and relevant to the India context

- Clearly defines the geographic scope of our impact in India, both for programmes and for consultancies

- Undertakes an assessment of our governance structure to provide recommendations on the most appropriate way forward to achieve maximum impact

People and Culture

- Key member of the RMT providing strategic input into regional direction and ensuring flows of information between the India team and the RMT and the wider group Leads a Senior Management Team in India with clear Terms of Reference

- Supports the India team through the internal change processes, including helping them identify and address culture and capability shifts required to deliver on their SBPs

- Manages, supports and leads the India team, fostering a culture of bold collaboration internally and externally to maximize our impact

- Ensures that safeguarding risks are clearly identified and mitigated and that we have an organisational culture that prioritizes the protection of all people with whom we work

- Foster accountability, leadership, diversity and transparency of operations with the Senior Management Team

Achieving Change Ambitions

- Leads the articulation of our offer in each of the relevant goal areas, bringing in expertise to support the process from India, Nepal, Bangladesh and the UK - with an initial focus on our offer in the safer cities (urban WASH) goal area and subsequently, other goal areas

- Promotes the use of the Framework for Change across our work ensuring that design, delivery, learning and knowledge are used to drive quality and to contribute to change at scale

- Promotes and guides a culture in Practical Action that integrates gender and inclusion across all our work, ensuring that all our work is, at a minimum, gender sensitive

Generating Funding and Strengthening Profile

- Plays a lead role in strengthening the profile of Practical Action, using the revitalized brand, to position more strongly with government, donors, clients, the private sector, research institutions and the media, using clear and effective stories of impact

- Identifies and builds relationships with strategic partners, including potential donors and clients, for longer term collaboration

- Oversees fundraising and business development efforts ensuring we have the right capacities in place and that proposals are of high quality, compliant with our internal and donor requirements and are well planned and budgeted

- Identify and secure adequate funding for ongoing and future program activities on a timely basis Ensure good stewardship of the funding, negotiating acceptable terms and conditions

Delivering Performance - Planning and Risk Management

- Oversees financial management and ensures that we have the right resources, controls and capabilities in place Is responsible for ensuring financial viability of the India operation

- Oversees delivery of work, both programmes and consultancies, ensuring that we are delivering to high quality, achieving results, and doing so on time, within budget and in compliance with our own and the donors rules

- Ensures that internal and external audit findings are appropriately addressed and management actions are completed on time

- Responsible for ensuring effective risk identification and management in our India operation, including oversight and management of governance risks Ensure adequate internal controls are in place to protect the country offices assets and to ensure the resources are used in accordance with donor terms and conditions

- Ensure that qualified staff and appropriate policies, procedures and systems for finance and other strategic support functions (eg procurement, transport, inventory, etc) are in place and functioning throughout the country office

- Ensure the country office operations are conducted in accordance with all statutory and tax requirements

- Oversees safety & security management, in line with global policies

- Ensures that all group policies are properly adopted and applied

Must Haves

- Masters with significant professional experience as a manager, head or leader within an international development context or similar

- Excellent knowledge of the India context, with experience of working in India, good understanding of government structures, culture, the donor environment, the NGO / consultancy environment and the players

- Leadership capabilities and ability to represent the team, the organisation and our work

- Knowledge and experience of working in a complex environment, including remote working, working with people from diverse backgrounds and working with multiple teams

- Proven ability in policy influencing and institutional practices

- Knowledge of Institutional Donors, CSR and philanthropy in India and experience in formulating a fund raising strategy

- Excellent communicator and negotiator with interpersonal skills

- Fluency in English and Hindi and preferably any regional language in India
