Regional CBS PMO Lead - APAC

Description

- The Regional PMO lead is responsible for the Regional Program Management Office of the Shared Services effort, driving a cross-functional 5 year roadmap jointly with the functions, in order to help build a world-class Shared Services organization The Regional PMO lead operates under the direction of the CBS PMO Lead

- This position will provide strategic direction to a team of Program and Project Managers responsible for the management and delivery of projects within committed time, quality and cost The Manager will partner with the various CBS, Function and enterprise teams and third party providers

- The Manager will have expert knowledge of program and project management, Cargills project delivery process and portfolio management to actively coach and mentor Program and Project Managers as they lead medium to complex large-scale projects some of which are multi-functional and/or involve multiple business units

- This position demands a strong leader with experience partnering effectively with all levels of the organization to drive results, leverage resources, proactively identify and resolve problems and deliver solutions This position will have responsibility to continuously improve the PMO services and align with external best practices

Additional accountabilities include

- Ensuring continuous improvement and communication of PMO practices, process and tools across PMO

- Monitoring for results and execution CBS project portfolio

- Establish, maintain, enhance and champion project management methodology, standards, and procedures for assigned team based on PMO direction

- Supervisor skills to motivate and build enhanced team environment

- Ability to engage multiple stakeholders and manage the expectation

- Ability to deploy governance of project prioritization

Position Purpose & Summary

People Leadership 40%

- Leads strategic vision to a team of program and project managers utilizing full knowledge of program and project management and general business/technical acumen

- Accountable for developing strong leaders and a diverse team through multiple approaches to attract and retain talent

- Oversees general workforce administration policies and programs in the areas of communication, staffing, training, evaluations, disciplinary actions and safety

- Set performance targets and evaluate/enforce performance against target delivering timely and effective performance feedback

- Coach employees in career/performance development

- Develops planning for future workforce needs and build the future oriented capability in the APCA PMO team

- Execute employee management processes (including staffing decisions, coaching, development plans, performance evaluations)

- Provides direct supervision, performance reviews, mentoring, coaching, succession planning and development planning for a team of project managers

- Responsible for maintaining the capacity of project managers through recruiting retention and full engagement of the team Engages with contractor/vendor management teams to augment capacity where needed

- Establish & lead a culture of engagement in which team members develop & apply their talents while enabling work/life choice

- Act as a guide and leader to the team regionally, including developing and mentoring employees to ensure Cargill has the key competencies required to meet information technology needs

- Accountable for work execution and deliverable quality of team members

- Evaluate resource levels and take needed actions

- Set performance targets and evaluate/enforce performance against target

- Support, encourage and facilitate collaboration and communication between teams

Project, Portfolio and Process Leadership 30%

- Drive regional PPM efforts working with the regional Project Managers and the PMO, ensure that PPM efforts are being conducted appropriately, track progress and execution risks on efforts from all regional teams across all functions, flag and pro-actively resolve issues and delays, ensure identification and mitigation of risks

- Ensure status reports are complete- Ensure status reports for all regional migrations are completed and submitted on time with accurate information on timing, risks, and issues Compile information from all regional status updates and conduct periodic reviews with the CBS Leadership Team

- Ensure enablers are in place - ensure teams have developed high quality and clear work plans, utilize Migration Playbooks, resources and funding, and communication materials; proactively gather feedback on processes and approach and ensure incorporation into next generation PPM process materials Properly plan and manage the regional budget

- Collaborate with business partners to ensure full visibility of demand and effective PPM processes

- Ensure project delivery processes are utilized and coaches project managers on defining business cases, project objectives, scope definition, issue identification and handling, creating and engaging a project team, etc

- Accountable for ensuring that project sponsors and stakeholders receive routine status and active communication of issues and risks

- Confirms successful project implementation, completing all phases of the projects and closure activities are completed

- Responsible for resolution of escalated issues that come to the Regional PMO from our business partners

- Responsible monitoring project delivery success measures and work with teams to take corrective actions

Project Management Office Leadership 30%

- Provide updates for the regional master plan - continuously update the 5 year roadmap jointly with regional functional leaders and the PMO Lead

- Responsible for assisting the CBS PMO lead in setting strategic direction, brand and maintaining a continuous improvement environment

- Partner with other leaders in Cargill (such as TMO) to ensure End To End delivery of solutions to our business partners

- Miscellaneous duties as assigned Participate in monthly and yearly budget activities Other duties as assigned that may include leading projects time permitting

- Co-ordination with CBS Centers, Function Leads, and PMO Leaders- Work closely with the Regional CBS Center leadership team and Functional leaders to ensure close co-ordination of migration timing and resource needs between the regional migration teams and center Ensure quarterly resource demand reports are timely, accurate, and complete Close interaction with other Regional PMO leads and overall PMO to share experiences and knowledge gained

Qualifications

Required Qualifications

- Bachelors degree in business, accounting or related discipline; MBA preferred

- Excellent verbal and written communications skills in English

- Deep experience in project management of a global, multi-year, multi-stakeholder transformation,

- Demonstrated self-motivation, analytical, problem solving skills and initiative to achieve desired outcomes

- Skilled in ability to assess talent, drive development and evaluate performance and build capability of the team

- Ability to travel 20-40% of time

- Ability to manage time, balance multiple tasks and constantly work with changing priorities

- Minimum 10 years relevant business or PPM leadership experience in solution and service delivery roles

- 5+ years experience successfully leading teams to high performance

- Demonstrated success in managing a significant size of resources and budget

- Proven track record of anticipating emerging issues, problem solving & implementing new solutions, including improving efficiency, quality, cost, and productivity

- Demonstrated ability to lead Change Management efforts in a large scale, matrix environment and achieve desired results

- Demonstrate broad perspective of business environment

- Leverage knowledge, perspectives and experience from working with a diverse and distributed team

- Develop broad regional business perspective and foster business relationships

- Accountability to drive alignment and deliver results

- Collaboration and influencing skills across teams, functions, and enterprises

Preferred Qualifications

- Experience managing a regional shared service PMO

- Certification or degree in project management PMP is preferred

- Demonstrated success in delivering large scale, complex projects, capturing planned benefits and delivering on-time and on-budget

- Knowledge of shared service operations and migration operations is an asset

- Strong project management capability with deadline focused mentality

- Experience with 3rd party service providers and offshore delivery models

Career Development

- The successful individual in this role will move to portfolio management role or leadership position within CBS PMO, TMO and CBS BU

- Competencies that would be required is agility to react to ambiguous situation, drive outcome based results and bring in outside in thought process

- Inidividual should be self motivated and always looking for solution to a problem rather than highlighted problems/ challenges
