Barclays International CCO and Regulatory Management provides Risk and Control advise and oversight to all Barclays International business- Markets, Barclaycard and Corporate Banking The teams are across all regions supporting the business activities This role aligns with Group Technology Risk and 2nd Line Technology Risk (part of Group risk), Chief Controls Office, and other relevant Control functions and technology support areas such as Group Resilience, Cyber Security and Information Security

Overall purpose of role

This role is within the Technology CCO for Advisory and Oversight function

The primary focus of the role will be to provide the management support for the Risk and Controls team in providing business-unit aligned regional coverage of the quantification and delivery of a highly visible, business focused and pragmatic Technology Risk agenda to ensure compliance with Barclays technology policies, standards, frameworks and procedures consistently across Barclays International transaction cycles

This will require the successful candidate to establish successful engagement with key stakeholders within the Technology, and within relevant Business Units, as well as stakeholders external to Technology such as Internal Audit, External Audit, Compliance, Regulators or Barclays Group

Key Accountabilities

Lead and Manage the BI Technology Control Global Services function covering Service strategy, built out and successful delivery of global services

Oversight and advise on technology risk identification, risk assessment, risk mitigation and response and risk reporting across the relevant transaction cycles within Barclays International to operate within risk appetite and in compliance with Barclays Control Framework

Translate IT issues to business risk and effectively communicate these risk to business stakeholders

Undertaking risk and control assessments and managing presentation of risk assessments at Exco level ensure that the Technology Operational Risk metrics, assessments, and reporting are backed by correct data and that effective risk management is demonstrated

Conduct regular meetings with key stakeholders, including head of Transaction Cycle CIO, RTB, Audit, vertical CCO teams

Assist in enhancing Barclays Internal Audit (BIA) relationship with Technology, resulting in a strong partnership with BIA, targeted/accurate and effective observations, and proactive/timely closure of agreed on actions

Understanding of the regional regulatory environment and its impact on technology leading to proactive assessment of regulatory exposure and supporting management in escalating concerns

Identify, report and manage Operational risk events and resulting issues / actions for management visibility and awareness

Provide regular updates facilitate regular Technology Risk Committees for the function to properly identify, track, and resolve risk and actions Provide input and escalate risk actions and updates to the these committees

Lead the Risk and Control team in Asia specifically

Develop and lead the Technology Control strategy within Asia, incorporating the Barclays Operational and Control Framework alongside specific BU aligned Tech Risk challenges Clearly articulate the strategy to all key stakeholders

Managing the engagement with Regional Technology Stakeholders in Barclays International

Managing the engagement with Regional Business Stakeholders in Barclays International (eg Country Head of Singapore etc)

Evaluating risk assessments and managing the presentation of risk assessments to BU CIO level

Detailed understanding of the regional regulatory environment and its impact on technology leading to proactive assessment of regulatory exposure and supporting management in escalating concerns

Establish and manage successful engagements with key stakeholders external to Barclays, for example the Monetary Association Singapore (MAS), actively ensuring compliance to external commitments

Provide subject matter expertise for senior management on all aspects of technology risk

Chair/lead key project meetings, including executive committees, steering committees and working groups

Accountability for managing the financial cost of the BI Tech CCO Team to the firm

Provide support to stream both internal and external audits, provide coordination point for any plan audits

Ensure that Barclays Control Framework is operating effectively

Establish and maintain an effective risk culture

Stakeholder Management and Leadership

Experience in working with senior stakeholders at BI, BX, BI Risk Committees and Group level

Ability to engage and influence key stakeholders

Manage key stakeholders related to the role both Globally and within Asia and also strong relationship with key partners such as Control office, GTIS, Compliance and CSO

Influence leadership to embed and drive a strong risk and control governance culture and understand all risk management objectives and requirements

Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards

Able to provide practical solutions to sustainably remediate and minimize risks and control deficiencies

Excellent knowledge of information technology risks, controls and risk remediation

Person Specification

Essential Skills/Basic Qualifications

Bachelors degree or equivalent work experience

15 years experience in relevant industry with strong background in risk management and operations, of which at least 10 years in related management roles

Experience in software development of transactional and analysis/reporting

Experience in assessing design and operating effectiveness of technology controls

Experience of a project environment, in particular planning, testing, and tracking against a plan
