Position Summary

The Advance Planning Group (APG) within Jacobs is a premier provider of facility planning/programming and consulting services to a variety of government, institutional, military, and corporate clients These services include feasibility studies, project development studies, design guidelines, facility master plans, workplace strategies, visioning sessions, portfolio strategies, and real estate advisory services meant to enhance our clients business efficiencies APG includes professionals within three specific service lines - Facility Strategies, Urban Design and Planning, and Visual Media The APG team includes facility programmers, architects, interior designers, engineers, business analysts, workplace strategists, planners, landscape architects, graphic designers, and other related disciplines

The primary duties of the Associate Planner are to contribute to, and at times, lead and manage planning teams in the delivery of a wide range of federal planning projects, including Department of Defense (Air Force, Army, Navy and Marine Corps), US Intelligence Community and a range of federal civilian agencies Projects can range from medium- to larger-size master planning, facility planning and asset management projects Responsibilities will include preparing, and develop planning recommendations, mapping and corresponding documentation in compliance with all applicable Federal and DoD policies and criteria Projects could include, but not be limited to Vision Plans, Area Development Plans and Installation Development Plans that require knowledge and application of applicable Unified Facilities Criteria (UFC) for planning, including Form-Based Codes, New Urbanism, LEED, Smart City planning, and other sustainable/resilience planning strategies

Demonstrated knowledge and experience in the application of the philosophies, principals, practices & techniques of federal, urban, regional and/or facilities planning

Demonstrated knowledge and experience in the application of principles, methodology, practices of research, data collection, and stakeholder interviews

Demonstrated knowledge, experience and application of planning disciplines such as urban design, environmental planning, military planning, economic development, or land use

Solid understanding of integration of geospatial technology to the overall planning process, including use, principles, and federal data standards is expected

Group facilitation skills for use with stakeholder and community workshops and team charrette experience

Ability to develop and /or provide input to scope parameters, preparation of fee proposals and definition of external and internal project schedules, graphic components, mapping/planning graphic elements, and writing assignments based on a defined Scope of Work

Ability to manage the financial performance of planning assignments, including tracking and maintaining overall project financial metrics and performance, schedules, subconsultants, revenue projections, client invoicing, overall budgets, and monthly financial updates and reporting effectively and efficiently using Jacobs project management systems

Proven ability to develop, interface, and manage client relationships

Manage and/or mentor the design of overall planning documents page layouts, various charts/figures, brochures, posters, slide shows, and provision of deliverables in a variety of media formats Graphic design skills are preferred

Qualifications

Bachelors and/or Masters Degree in Planning, Landscape Architecture, Geography or a related field required

Previous proven and successful experience working as Planner with accreditation and/or license in planning or a related professional field

American Institute of Certified Planners (AICP) required

Minimum of 6 of professional planning experience required; 10 years professional planning experience preferred

Candidates possessing a Masters degree in planning or a related field, professional training certifications may substitute this for professional planning experience

Experience managing multi-disciplinary planning teams desirable

Demonstrated experience in land use planning, site planning and site design

Advanced English language skills, both written and verbal, to include technical writing/editing experience and a demonstrated ability to write, edit, and deliver planning content

Proven ability to read, analyze, and interpret technical material, financial reports, and legal documents

Proven ability to cultivate positive work relationships

Military planning experience required, preferable with all DoD agencies; particularly Air Force

Must demonstrate excellent writing, oral, presentation, and graphic communication skills

Must demonstrate team work, informed decision making, judgment and problem solving

Must demonstrate excellent organizational skills, be resourceful and self-directed

Skilled using geospatial/GIS applications, including knowledge of the federal geospatial structure using ArcGIS software to support the spatial data component of comprehensive planning, including compilation and consolidation of spatial data to create maps to support planning decisions

Skilled using Autodesk AutoCAD software

Skilled using SketchUp 3D Modeling software

Skilled using Microsoft Office Applications, including MS Word, MS Excel, and MS PowerPoint software

Skilled using Adobe Creative Suite applications including InDesign, Photoshop and Illustrator software

Must keep current in the planning/design specialty through continuing education and accreditation and license requirements

Candidates need to be effective verbal and nonverbal communicators

All candidates are required to have the ability to pass a security / background check and security clearance investigation

This position will require a US Passport and the ability to travel overseas as needed
